I deploy to Cloudflare's free tier, which includes free HTTPS. For a site this size the running cost is genuinely zero. The only optional cost is your own domain, about $10 a year.
I answer messages within a few hours, usually much sooner. Most projects stall because nobody is answering — that will not be the reason yours does.
Most of your visitors will be on a phone, so that is what I design for first. Before delivery you get screenshots at phone, tablet and desktop widths.
